When you take a Ham radio exam, there is a hierarchy of who may be the exam administrators. For example, the Technician level exam must be administered by a General class or higher. Likewise, the General class exam must be administered by an Advanced class.
Now at first this seems reasonable. After all, those with the most experience should be administering the exams since they would know the most about Ham radio. But, when you consider that the exam is a multiple choice test written by the FCC, what difference does it make? The only thing that the examiner needs to know is how to apply the exam key to the test.
